Terraform download fails

Bastian,
I can't add https://releases.hashicorp.com/terraform/0.8.8/terraform_0.8.8_windows_amd64.zip

To the following feed with Zero Install publishing tools.
For some reason the download fails, even though I can download the file.

Is this a bug or is there something wrong with Hashicorp's server?

Also is there a way to create a menu item to open a command prompt with a program in the path?
My attempt only runs the exe and closes right away.
