Setting executable permissions on binary

I'm assuming it would be considered a compile step, but as it does bringing
in an archive and then operating on it, it doesn't seem to be covered by
either the binary or source tutorials, afaict

It's a cross platform soft linker, and the execution bit needs fixing up.
