Force specific version of an app implementation on Windows?

Is there a way I can force a specific version of an app to be run by
0install on Windows, disabling transparent upgrades?

I tried the following:

a) tried "0install download --version 1.20.0" - this worked but only
temporarily; once the newest 1.24.0 got somehow run/downloaded on my
machine, both "0install download --version 1.20.0" and "0install select
--version 1.20.0" seemed not really doing anything - "0install run" with no
explicit "--version" still seemed to run 1.24.0

b) created an "app-list.xml", adding the following sub-element in <app>:
<requirements-json> {"extra_restrictions": { "
https://apps.0install.net/gui/mupdf.xml": "1.19.0" }} </requirements-json>
- this didn't seem to work with "0install import-apps", it resulted in the
newest version 1.24.0 being run afterwards with regular default "0install
run"

Is there a way to "downgrade" an app (e.g. mupdf) permanently on my
(Windows) machine, so that I can be sure it always runs at a specific older
version (e.g. 1.19.0), until I explicitly unblock upgrades again?
