Cost basis is the amount you paid for a security including any transaction
fees. When the Investment Performance report computes the Buys column of the
report, it includes any fees in the amount. So the Buys column in effect
already reflects the cost basis. The other columns (Sales and Income) also
include any transaction fees.

So I think that addresses part of your question, the part of whether cost
basis is part of the Investment Performance report or not. The other part of
your question, whether you can turn this off and *not* include transaction
fees to compare what performance you might get without fees, is currently
not possible. You may contact customer support and submit an enhancement
request if you think this is important.

Another enhancement request you might want to submit is to have a report
include the transaction fees as a separate column in the report so you can
export to a spreadsheet and do your own math on it. I don't believe that's
possible right now either.
