There have been multiple reports over on the help forum that late 
last week, Yahoo started randomly returning bizarre numbers for 
quotes and exchange rates. Sounds like you may have gotten bit by 
that. There's supposed to be a new version of the Q&E extension 
coming out which will ignore obvious outliers in the data. I think 
that's the version I have installed now but I've already forgotten.

In fact ... since you updated on the 21st, perhaps you got the 
modified Q&E extension which ignores some rates because they are so 
obviously wrong. Perhaps the missing exchange rates then caused that 
balances not to be converted. I'm guessing here, but it sounds like 
perhaps another manifestation of that Yahoo problem.

I'm not familiar with the "exchange rate downloader". If it gets its 
data from somewhere other than Yahoo, that would explain why using it 
solved your problem.

It's long seemed to me that depending on Yahoo for anything I care 
about is a super bad idea. This incident just reinforces that opinion.
