FC_LIB_VERSION?

Hi, Should we add a FC_LIB_VERISION "libversion" element that is automatically (ideally before FcDefaultSubstitute; but how?) set to fontconfig library version as returned by FC_VERSION? This would allow third-party config files to behave correctly with different versions of the library. This was motivated by seeing Twemoji's config file for example, which is needed for older versions of fontconfig that didn't have proper emoji support, but not with newer versions... A constant is probably more appropriate, but a pattern element.
