CapsLock key functionality

Folks,


in former times, there was the very nice feature in glyph view that
after activating the CapsLock key you could shift the viewport with
the arrow keys.  This is no longer the case.  Has this functionality
be removed, or is it no longer active by default?  If the latter, why?
And if the former, why why why? :-)
