What you say, makes sense, but for those of us actively developing 
Fontforge, it's also a case of fighting fires, picking the biggest fire, or 
the one you know you can handle, and quenching the flames to put it out. 
Currently, there are 300+ issues on the github tracker to look at, some are 
repeats, and then there's an additional 1800+ bugs not listed here. ...so, 
for those willing or interested to help, there can be quite a bit to keep 
you occuppied ...with your "free time".

Everyone who is actively involved, are tackling what they can manage, or 
dealing with setup of something new, or preparing for something else 
...basically a mish-mash.
some bugs are very intertwined, and you simply got to leave it for a later 
date, while others are easy to do, but based on what you've written, you 
know how it goes ;-P

If you're interested in this topic, I'd probably suggest looking at:
inc/intl.h, fontforgeexe/uiutil.c:SupportedLocale(), and not sure what to 
suggest next...maybe startui.c (where it loads program defaults)
