you can run:
./configure --help
to display various options.

See if this helps... (I'm not 100% sure about the /usr below)

./configure --enable-shared --prefix=/usr
make clean
make
sudo make install

you should see files in:
/usr/include/
bezctx.h
bezctx_intf.h
spiro.h
spiroentrypoints.h
uninameslist.h

/usr/lib/
libuninameslist.*
libspiro.*

We've been repeatedly cleaning up stuff like that   ...lots yet to go.

Googling some other error messages may come back to this again...
./configure --enable-shared
make clean
make

or
because FontForge is also composed of several libraries too...

./configure --enable-shared --prefix=/usr
make clean
make
