Installer error, latest build Windows 20141014

The Windows installer from this webpage leads to a pop up error in my Windows 7, when using the install exe file. "ShellExecuteEx failed; code 299. Only part of a ReadProcessMemory or WroteProcessMemory request was completed" I did not bother to continue the install process, so I do not know if this is a critical error of sorts.
