Thanks, everyone, for your direction. For the record, here's what I did to
resolve the issue:

1. Copy the source hotkey files "default" and "default-n" to my computer (I
got them from Github:
https://github.com/fontforge/fontforge/tree/master/share)
2. (Since I'm on linux) paste the contents of those files into
/usr/share/fontforge/hotkeys/ with the same names.

And that fixed the missing shortcuts!
