yes, sounds about right.
You missed the 're', and the '-i'
Try:

autoreconf -i
automake --foreign -Wall

if that fails, try this branch:
https://github.com/fontforge/libspiro/tree/0v3_using_configure

Above branch should work with ./configure unless I missed including a file 
when doing git add file(s).
github doesn't seem to like allowing separate tarballs since about late 
2012 (like sourceforge), but then that leaves github open to abuse by 
allowing people to create tarballs that don't necessarily match their 
listed code.

If it still fails at this point, you are less likely to be ignored if you 
act a bit more civil and responsible on a public mailing list.
