Create metric-equivalent TrueType font

Hi,

How can I create a metric equivalent TrueType font?

I don't need actual glyphs, just blank rectangles that are metric
equivalent and make the layout of the document the same when rendered.

What features of the font are important for metrics?
advance width, left side bearing, line spacing, kerning...?

I think that proprietary fonts don't allow you to look at the tables like
the =E2=80=98OS/2=E2=80=99 table so how do fonts like Caladea and Carlito p=
roduce fonts
with the the same metrics?
