The actual error message seems to suggest that may be the case - about linked layers etc? Anyway, on the "too new" front, I am not sure it makes any sense to have an explicitly dated image, when you do apt-get update inside... you might as well do just "testing-slim" or "unstable-slim" or "bookworm-slim" to get the current, because it would come to that equivalently if your dockerfile contains apt-get update etc.
