I see in the meson build log that "meson subprojects download"

is not run.  From what I have read, this is supposed to down the subjects
you need.

But looking at meson.build, there is logic that adds the zlib subproject
under
certain conditions only.  Perhaps move the subproject before that logic and
then as part of the CI/CD pipeline, run the subprojects download so the zli=
b
source is available if the other tests fail

I am on vacation so I don't have access to a machine on which I can test th=
e
above idea.
