Indeed.  I have no idea about the background; the number of possible
script manager codes was obviously limited to five bits (i.e., 32
values), so I guess Apple considered it more important to have an
separate entry for simplified Chinese (more than one billion
speakers), thus 'sacrificing' Maldivian (around 500k speakers).

Certainly not.  It doesn't do any harm to have this constant.
