Not quite the same thing. A nonexistent TLD could come into existence at the whim of ICANN at any time, at one stroke imperilling all the names that had been informally using that namespace. Whereas a namespace explicitly set aside by those who control it, on the specific understanding that it will be unregulated, gives us some assurance that it will stay that way. purl.org does indeed sound like the right sort of idea.
