You appear to have got an older version of dbus from Ubuntu. The choice of
version in Ubuntu releases is made by Ubuntu developers, not by the dbus
upstream developers.
dbus 1.13.x is a development branch, and OS distributions that want to
avoid regression risk are correct to avoid using it.
The latest dbus 1.12.x release is 1.12.16, released today. Ubuntu
presumably has a policy of backporting security fixes, and not backporting
most other bug fixes (many OS distributions behave similarly).
If you don't like that policy, other OS distributions are available.
