D-Bus is allowing your messages through (it probably does this with no special configuration) but then timedate1 refuses to make the requested change. The man page here mentions polkit actions (see the 'security' section): https://www.freedesktop.org/software/systemd/man/org.freedesktop.timedate1.html So you probably need to figure out how to set a suitable polkit rule.
