I'm proposing basedir-spec with this mail. Rationale: basedir-spec provides a common way for applications to locate the paths in which they should store and retrieve data, and this spec enjoys wide support across most free desktop platforms. As users increasingly install 'bleeding edge' development software, it is done to paths like /opt/fdo, paths under $HOME, et al; basedir-spec goes a long way towards mitigating the trouble this causes by defining a way to locate data files.
