decisions need to be made

I would like to suggest this effort be more API granular at the 
library level instead of the package level.  For example, "xorg"
and "gtk2" would imply a lot.  Be more specific.

To aid in decision and status tracking I would like to suggest 
that we temporarily borrow Matt Taggart's LSB Futures matrix.
The Freedesktop.org's selection criteria may be different, but
at least there is a template to start from.

who, what, when, where, why, and why not?  :-)  An hour or two
up front could save a few hundreds emails...
