Sort of - it was a common building block under many of the first generation
toolkits (Motif, Xaw, Xview, etc.) - under the original X11 philosophy of
"mechanism not policy" it provided common handling underneath them, things
like handling Xresources and command line options and such - and the toolkit
on top implemented the widgets with each toolkit's look-and-feel.
