CVS tag confusion

Keith's original xrender 0.8.3 release, which is what we ship in
Fedora Core and all current XFree86 4.3.0 erratum right now, was
the original xrender-0.8.3 release that was on fontconfig.org.
This seems to have been snapshotted from the xrender-0_8_3 CVS
tag. However, while trying to debug a problem, I've found out
that this is supposedly fixed in CVS after 0.8.3 was shipped, in
revision 1.18 of the Xrender.c file. When I did a cvs rdiff of
the file however between tag XRENDER-0_8_3-RELEASE and
XRENDER-0_8_4-RELEASE, of course you can see from the above, that
there was no change. ;o)
There seems to be some CVS tag naming inconsistency going on, or
else some confusion on my part as to the official scheme being
used, and the difference between things like xrender-0_8_3 and
XRENDER-0_8_3-RELEASE.
I've looked on the wiki a bit, and in the docs and do not seem to
see anything that explains the convention or CVS commit policies.
I would gladly write up a CVS policy document and document the
tagging and branching policy, etc. if someone hasn't already done
so and I'm missing it. If none exists already, could someone
please clue me in. ;o)
