The "files" module puts attributes into the "control" list. This is documented in the "files" module documentation. Follow the documentation. If all else fails, use the "update" keyword to manually add the TOTP-* attributes. Add them to the lists where the documentation says to add them. It will work. It does work. It's tested to work.
