Yes you are right, it does strange things indeed. I realized now that the subscription manager removed some of the repositories.

I had to re-add "codeready-builder-for-rhel-9" (subscription-manager repos --enable=codeready-builder-for-rhel-9-x86_64-rpms). An now, libtalloc-devel is back!

Thanks for that. But we wrote some modules of our own.
