GNU Go 3.3.8

GNU Go 3.3.8 is available at:

http://www.gnu.org/software/gnugo/devel.html

and in the CVS. The CVS release tag is rel-3-3-8.

This is a bugfix release. 

There are no changes to the engine since 3.3.7. Matcher_check was
broke, the tests were incorrectly updated, and a change in
helpers.c should speed compile time under VC++.

- remove unneeded inclusion of stdlib.h in helpers.c
- bugfix in matcher_check
- URL's updated in documentation
- tests updated
