NEWS: AdvanceMAME v0.83.0

AdvanceMAME v0.83.0 has been released at :

AdvanceMAME is an unofficial MAME version with an advanced video
support for helping the use with TVs, Arcade Monitors, Fixed Frequencies
Monitors and also for PC Monitors.

It runs in Linux, Mac OS X, DOS, Windows and in all the other
platforms supported by the SDL library.

This is the list of changes:

* Added the option "ui_speedmark" to enable or disable the onscreen
  speed red mark.
* Fixed the option "sync_startuptime 0".
* Added volume control at the `oss' audio driver.
* Added support for the `mprotect' os call to allow execution
  of MIPS DRC also on system with memory protected from
  execution.
* Fixed the use of fgetc_unlocked() on Mac OS X 10.3.
* Upgraded the DOS/Windows SVGALIB drivers at version 1.9.19.
