NEWS: AdvanceMAME v0.83.1

AdvanceMAME v0.83.1 has been released at :

AdvanceMAME is an unofficial MAME version with an advanced video
support for helping the use with TVs, Arcade Monitors, Fixed Frequencies
Monitors and also for PC Monitors.

It runs in Linux, Mac OS X, DOS, Windows and in all the other
platforms supported by the SDL library.

This is the list of changes:

* Enabled the MIPS dinamic recompilation in DOS and
  Windows.
* On Linux you can now specify relative directories
  in the `dir_*' options.
* Fixed some problems enabling and disabling SMP at
  runtime.
* Revised the `install' documentation file and the `link'
  section of the web site.
* Added the `misc_lang' option to select the game
  language.
