My recommendation would be to connect all 3 mouse devices and set-up the
mouse settings to recognize each of them as mouse 0, 1, and 2.

From there, you should be able to do a lot of your configuration using
the input_map options, overriding individual games as you need to [see
the beginning of section 8 of the advmame documentation and section
8.9.5]. For example:

     input_map[p1_paddlex] mouse[0,x]
     input_map[p2_paddlex] mouse[0,y]
     input_map[p1_trackballx] mouse[1,x]
     imput_map[p1_trackbally] mouse[1,y]
     spyhunt/input_map[p1_paddlex] mouse[2,x]

The above configuration would be appropriate if you had two spinners
attached to the x and y axis of mouse 0, a trackball on mouse 1, and a
steering wheel on the x-axis mouse 2 (except I'm not actually sure,
without checking, that Spy Hunter uses p1_paddlex for steering, but you
get the idea...I also don't have a clue what the difference between a
paddle and a dial is).
