horizontal line problems

I'm having a bit of trouble with horizontal lines showing up in my 
games since I upgraded to the new release. I dont know if it's just my 
rc file or what but scrolling up or down in games eg. Street FIghter 2 
I can see line breaks on the horizontal axis. I tried turning off vsync 
and turning it on again. However, they are still there. Any 
suggestions?

Also, I think if I turn off stretching it seems to work, however, if I 
do this the far left and right of the display are clipped off of the 
game. The monitor has the room for the margins though. Anyone know how 
to do this? If you need I can take some pics of everything in action.
