configuring blanking time

I was reading about setting up advance mame on the easymamecab website and it talks about configuring your crt's blanking time and I was wondering exactly how to do that? I have used advcfg many times and I know how to adjust the size to fit the screen. Most recently I set up a machine and tried out pacman to see how it looked. It didn't look that bad but I noticed while the resolution was 224x288 the vert. freq. was only 58.3. I would like to set it up to be the proper 60.6 to match the games refresh rate. From what I gathered on easymamecab I need to adjust the blanking time but I don't understand how to do this. Thanks in advance!
