xp sp2 problems with svgawin?

I can't for the life of me get svga to work on my xp machine(s). On multiple machines and multipe card configs, I get "No video driver is able to program your video board." I haven't found anything in docs that suggests what's going on, except for "Try reducing the video hardware acceleration from the Control Panel". Any help? Other than using linux?
