I would try Scitech Display Doctor.

I personally own a S3 TRIO 64 V2 and with SDD it is just brilliant card - under VBELINE. The only drawback of VBELINE is that it only support the maximum of 16-bit color depth, but else, it is just perfect for emulation. I mean much better than SVGALIB based Radeon 7000 for example. Trust me.
