What distribution are you using? And what kernel?

Do you use udev or devfs? (Most likely the configuration of either of
these needs to be modified to fix your problems).

Do a 'mount' and check if a separate filesystem is mounted on /dev. If
you have something like:
udev on /dev type tmpfs (rw,nosuid)
you are running udev (it's the tmpfs that is important here).

If you have something with type devfs, you are running devfs.
