USB drive content not updated after makebootfat

Hi, After using makebootfat to initialize my USB memory stick (Sandisk Cruzer 1GB), I find that its content is not refreshed until I unplug and plug in the memory stick again. Using a disk flush utility like Sync (http://www.microsoft.com/technet/sysinternals/FileAndDisk/Sync.mspx) doesn't help. For example, if I start with a formatted drive and run makebootfat to init/populate, the content of the drive is shown empty no matter what I do until I unplug/plug the drive.
