Chandu,
            The short answer is use whatever you and your graphics
artist feels comfortable with, and falls within your budget.
    You're almost certainly going to want to work with palletised
images, and one of the best tools that you could look at is a package
called Promotion. Essentially it's DPaint for the PC, plus it supports a
plugin architecture so you can write your own exporters for it. You can
find it at the address below; there's a freeware trial version for
evaluation, the lite version is $20, and the full version is $60, so
it'll be considerably cheaper than either of the two you mentioned. 
    For true-colour manipulation, you may also want to check out GIMP,
it's native environment is linux/bsd but there is a Windows port. It's
not as powerful as photoshop, but it is, at least, legally free.
