Actually, this is behaving as the game is designed to (rightly or wrongly).

The difficulty is adjusted for alliances if and only if the alliance is
still there when you win.

If you have an alliance for some period of time and then break it and kill
the other player before the end, you are not penalized for having had an
alliance.
