just want to clarify something.
 
If this statement accurate:
If you never form any alliance during the game, the difficulty level at the
end of the game should be the same as the beginning.
 
Why at the end of the game the difficulty level decrease by 1 for any game
that I did not form an alliance.

Actually, this is behaving as the game is designed to (rightly or wrongly). 

The difficulty is adjusted for alliances if and only if the alliance is
still there when you win. 

If you have an alliance for some period of time and then break it and kill
the other player before the end, you are not penalized for having had an
alliance.
