It gives a trade off for higher weapons or shields, but for a bigger
reduction in the opposite tech.

For offensive attitude, you get a higher weapons tech level, but two lower
shield techs.

For defensive attitude, you get a higher shield tech level, but two lower
weapons techs.

Normal... Just gives you what you already have.
