Re: Canceling radical research

Cancelling applies the research money to the other three projects.  
I don't know if it's an exact 1/3 split or if there's some kind of 
degrader or multiplier, but radicals definetly come much faster when 
you cancel one.  The choice of which to cancel is a whole other 
discussion and depends on your playstyle.
