I've done a bit more testing with respect to fueling -- both on the
Macintosh and on the Palm. As far as I can tell, the Palm version is working
the same as the Macintosh version. When you combine ships into a fleet, the
fuel for that fleet will be the min of the fuel from the two fleets that
were combined to make that new fleet.

Also, when you colonize a planet, all orbiting ships will be fueled.
possibly not in the first turn, but eventually.
