Tech screen bar color

If you go to the Cost screen then tap to the Tech subscreen, the 
screen shows cost bars for each of the six categories you can spend 
research money in (range, speed, etc.). Why do the bars change color 
if you drag them too far to the left? (On my monochrome screen, they 
go from dark (blue or red?) to light (green or gray?).) Sometimes I 
don't want to invest much in a certain category. I understand 
the 'proportional to the square root' rule. Is there a problem with 
decreasing a cost so much that the cost bar changes color?
