I've been playing off-and-on and getting my butt kicke on a regular 
basis and I just figured out how to properly use the slider.  I 
found that if it is all the way at the top, you are spending all 
your money terraforming the planet and nothing on mining the 
planet.  If it is all the way at the bottom, you spend all your 
money mining and nothing on terraforming and you can set a ratio via 
the slider.
What I need to know is how to know how to balance money spent on 
planets versus tech.  It seems when I 1st colonize a planet, I am 
paying a buttwhack of money but then it drops the next turn (or so 
it seems).  I have much more playing to do to get competent.
