P2592R3 is a C++26 feature, that's why __cpp_lib_chrono == 201907 for C++23
mode.
The `if (__cplusplus > 202302L) && _GLIBCXX_USE_CXX11_ABI && _GLIBCXX_HOSTED`
test is completely correct, it's checking whether C++26 mode is enabled.
