This carries attachment 63602 forward: CONTIGUOUS is removed from the
array_h dummy arguments of all 19 OpenACC runtime routine wrappers in
libgomp/openacc.f90, so assumed-shape and pointer actual arguments no
longer get copied into temporaries and the routines act on the real
host addresses. The commit message rationale is corrected and the
runtime test now also checks that no array temporary is created for
assumed-shape and pointer calls. check-fortran and the libgomp Fortran
suites are clean; behavior was cross-checked against nvfortran 26.5 on
two GPUs. The same change also covers PR96080.
