Same approach as attachment 63970: aarch64-netbsd.h passes
-mno-outline-atomics in CC1_SPEC unless the user passes
-moutline-atomics, since NetBSD's libgcc does not build the
out-of-line LSE helpers and links fail with undefined
__aarch64_ldadd4_relax and friends. Verified with an aarch64--netbsd
cross cc1: default code no longer references the helpers and the
explicit -moutline-atomics override still works. x86_64 check-fortran
is unaffected.
