libgcc/config.host adds t-lse for aarch64*-*-netbsd*, so the
out-of-line helpers are built, and lse-init.c gains a NetBSD detection
path: it reads each CPU's ID_AA64ISAR0_EL1 via the
machdep.cpuN.cpu_id sysctl and enables LSE only if every attached CPU
supports it.
Verified natively on NetBSD 10.1/AArch64: all-target-libgcc builds,
the helpers link and run, and the detection probe reports correctly.
Complements the PR95128 default (fork PR 35): with both, helpers are
available and -moutline-atomics works, while the conservative NetBSD
default stays off.
