The reproducer can even be smaller:

       IDENTIFICATION DIVISION.
       PROGRAM-ID.    prog.
       DATA DIVISION.
       WORKING-STORAGE SECTION.
       01  FLD          PIC 9.
       PROCEDURE DIVISION.
       bug SECTION.
           COMPUTE     FLD ROUNDED = FLD
              ON SIZE ERROR MOVE 1 TO FLD
           END-COMPUTE.
           GOBACK.

... but: it only occurs if you compile with gcobc - or simply add "-include
/opt/gcobol/share/cobol/udf/stored-char-length.cbl"
