Patch in the library for single and shared memory only

As the description says, this patch only applies to the single image and shared
memory models.

Since OpenCoarrays displays the bug in this PR and is fixed by the patch
already applied to mainline, I have decided not to pursue the library route
further.

In consequence, the first patch being universally applicable, I will be
backporting it to 16-branch.
