Proposed fix  which includes python devel and Make-lang.in rule corrections

Bootstrapped on amd64 with/out Python3.
Bootstrapped on freebsd15 with/out Python3.

It introduces common versions of the SYSTEM/Builtin et al. which are
transformed into their target files using mktargetsrc.  The documentation
def2texi.py utility has been upgraded to understand the tags.  The
SYSTEM.def/Builtin et al. have been moved into
gm2-libs-common-{pim,iso,cor,log} which avoids confusion between the source and
generated source versions.
